I have submitted this to tech support, but am sharing anyway.
With my stabilators clecoed in position in the back, they appear to fit nicely. So I slide my WIX-T09-04 lower attach angle in place, after I radius it for the bend in the hockey stick:

I use a red sharpie to mark where the hole will go for the AN4-17A bolt, using the 3/32" pilot in my lower attach angle. I have the machined angle parts. I have also drawn a blue line colinear with the row of rivets that go through the WIX-F22-02 aft shear web and WIX-F22-06 angle. The rivets are nicely centered on the angle. The red line, which marks the hole I will bore through the longeron is forward of the row of rivets by 3/16".

Here is a picture under the WIX-F22-06 angle. If the 1/4" hole is forward of the rivet line by 3/16" I will have poor edge distance, just over 1D:
